SPIEF-2025: Globaltechexport invests in import substitution and the construction of a centrifugal compressor manufacturing plant in the Kaluga Region
As part of their participation in the 28th St. Petersburg International Economic Forum, the Director General of Globaltechexport/Compressor Engineering Centre, Philipp Tuponosov, and the Governor of Kaluga Region, Vladislav Shapsha, have signed an agreement for the construction of a new high-tech plant to manufacture centrifugal compressors, compressor units, and associated equipment for the power and oil and gas industries.
Globaltechexport Ltd. plans to invest in import substitution and setup of a new modern plant, the Compressor Engineering Centre in the Borovsk District of the Kaluga Region, within the Kaluga Special Economic Zone. For the moment, with the support of our Company, Compressor Engineering Centre has already obtained the SEZ resident status and started the design of a new plant. The plant will focus on the manufacturing of competitive products, including fully-featured replacement of imported machines: the plant will manufacture single-shaft and multi-shaft centrifugal compressors, as well as screw compressor units, gas treatment units, gas distribution plants, and units for the Russian fuel and energy sector.
The Governor of Kaluga Region, Vladislav Shapsha, has especially emphasized the importance of the development of manufacturing capabilities in the region, especially those facilities that contribute to import substitution in key areas.

Setting up a new manufacturing facility will contribute to strengthening the technological sovereignty of Russia and provide additional opportunities for the Kaluga Region development.
The agreement signing was preceded by a productive working meeting of Vladislav Shapsha with the Company management, with the participation of Vice Governor Dmitry Razumosky, Chairman of the Regional Legislative Assembly Gennady Novoseltsev, and acting Minister for Economic Development and Industry of the Region Anna Koroleva. They discussed the project details, the volume of investments, and the importance of training skilled personnel. The Governor promised to provide comprehensive support, as the Region has a developed machine engineering cluster and will open a technology college near the new plant for training of relevant personnel in the autumn of 2025

“We consider the signing of this agreement as the start of moving from words to action. Our country has the task of reducing dependence on imports in industry, especially in its key sectors such as energy, oil and gas. We will launch a plant that will partially contribute to solving this task. This won’t be a standard plant with someone else's solutions — we design compressors from scratch. We use modern approaches such as modeling, new materials, and a state-of-the-art machine tool fleet. This is critical because the market is demanding reliable, competitive equipment, and we are already seeing interest from Customers. The project will create new jobs in the Kaluga Region, attract a strong team of engineers, and launch a fully integrated manufacturing process.
